Payroll Problems Lead to Proposed $162M Settlement in New York
A federal court has approved a proposed $162 million class action settlement between Public Partnerships LLC (PPL) and personal assistants who provide care through New York’s Consumer Directed Personal Assistance Program.
The proposed settlement is believed to be the largest wage and hour class-action settlement in the state.
Workers Reported Ongoing Payroll Problems
PPL took over as the program’s statewide fiscal intermediary in 2025. Afterward, the lawsuit alleged, workers experienced payroll problems, including inaccurate payments, delayed paychecks and periods without pay.
The suit also claimed PPL’s health plan did not satisfy requirements under New York’s Home Care Worker Wage Parity Act.
Under the proposed settlement:
- Eligible workers would receive payments averaging about $680 each
- The fund would cover unpaid Wage Parity compensation and reconcile accrued PTO balances for each class member, and
- PPL would end the disputed health plan.
The court granted preliminary approval July 1, 2026. A final approval hearing is scheduled for Nov. 10, 2026.
